The COVID-19 pandemic precipitated widespread adoption of digital solutions, including applications, intranets, social media, online communication platforms, and other online and remote business solutions. While some of these practices persisted in the post-COVID era, others were modified or abandoned. This study investigates the digital practices of six automotive and electronics subsidiaries in Hungary during the pandemic and over the subsequent three years. The authors’ findings indicate that practices beneficial to companies, such as technological innovations, online training, or meetings, remained integral to operations even after the pandemic. However, the continuity of other practices, such as working from home or remote work, depended on the nature of the position (whether it is related to physical production) and the company’s organizational and business culture (in both home and host countries).

Identifying four key channels – state ownership, business and regulatory environment, industrial policies, and ‘quiet politics’ – we note distinctions in state-business relationships and characteristics of multinationals between the two countries. Hungary experiences a surge in state activism, while Czechia faces relative stagnation with occasional setbacks. Over time, the industrial policy and quiet politics channels have become increasingly important. This is reflected in changes among the top Hungarian multinationals, with new entrants and new owners of existing ones, while no significant changes are observed among Czech MNEs. The study introduces the concept of ‘defensive internationalization’ as a response to an unstable business and political environment, showcasing long-lasting impact on the location of headquarters. The increasing role of industrial policies and new EU programs may enhance the state’s influence on MNEs, yet they also raise concerns about corruption and public fund diversion.

Abstract

Competitiveness is a complex concept that can be applied at various levels, such as micro-, meso-, and macro-levels. Comparative analysis of countries can be relevant in certain areas, such as foreign trade and foreign direct investments. These fields primarily reflect the Central and Eastern European region’s strong integration into global value chains. Foreign direct investments have also been perceived as an indicator of competitiveness, although in different ways across industries and economies. This study concentrates on the two domains of foreign trade and FDI, often overlooked in the recent extensive reports on the European single market and competitiveness. Trends and data from 2005 to 2023 are analysed, comparing the USA, China and the EU. Our findings prove the loss of position of the EU but also point to the heterogeneity of the European regions and countries. Finally, we analyse the Budapest Declaration on the New European Competitiveness Deal.

Abstract

The paper takes a special perspective to summarise what researchers have revealed on global value chains in Hungary. The ‘space-time’ structure is how the ‘force field’ of the amount of value added is shared and how the process it creates characterises specific global value chain networks. There is a growing literature that reveals the ‘dents’ of the GVC force field: the uneven distribution of value-added content, and mainly the controversial possibilities to upgrade in the network. Hungary is a typical example of a semi-peripheral or integrated periphery country. The paper discusses the lessons of different global value chain relations of the country in different geographical environments in terms of the two dimensions of ‘space’ and ‘time’; that is the potential and structure of value added and its dynamics, as well as compares them through an automotive industry case study.
