Absztrakt

The Visegrad Group (V4), a unique subregional cooperation within the European Union, has experienced a negative shift following the Russian aggression in Ukraine. The Russian aggression in Ukraine also triggered another development in the EU. Enlargement has been halted since 2013 and has become the centre of attention again. The official candidate status was granted swiftly to Ukraine, Moldova, and Georgia, which also put the Western Balkans’ future in the spotlight. This article aims to interpret the four Visegrad states’ positions on the EU’s enlargement policy and alterations in these by looking for explanatory causes in the 2014–2025 period. Enlargement is of high relevance in the region, not only because of the V4 countries’ accession to the EU twenty years ago and of its complex, sometimes conflictual interactions with the EU institutions since then but also because the candidate countries are located in the immediate neighbourhood of the V4 region, that brings the geopolitical aspects of the policy in the spotlight. After conceptualizing the V4, process tracing methodology is applied to answer the question of the V4 states’ view and influence on the enlargement policy of the EU. This article aims not to determine the future perspectives of the European Union’s overall enlargement policy but to focus solely on the Visegrad countries. Still, the conclusions of this article can contribute to the general understanding of the debates on the future of enlargement.

11:15-13:15 SESSION 2: EU Enlargement and the Visegrad Cooperation

The significance of Visegrad cooperation within the European Union has diminished, particularly in the aftermath of Russia’s aggression in Ukraine. Following the onset of the war, Ukraine, Moldova, and Georgia were swiftly granted official candidate status, bringing EU enlargement back into the spotlight. However, since 2013, no new countries have joined the EU. The Union has adopted stricter accession criteria, emphasizing the necessity of addressing the ‘fundamentals’ first, including the rule of law and democratic standards. This new methodology for enlargement has led to slower negotiations, particularly in the Western Balkans. As a result, the credibility of the EU’s enlargement policy is now at stake. This panel will explore how the V4 countries engage with this vital EU policy and their respective positions on enlargement.

chair: Boglárka Koller (Institute of World Economics, HUN-REN CERS, Hungary)

Krisztina Arató (Eötvös Loránd University, Faculty of Law, Institute of Political Science, Hungary) – V4 and EU enlargement: the case of an outlier – Hungary

13:15-14:00 LUNCH BREAK

14:00-16:00 SESSION 3: Bottom-up initiatives for policy responses in V4 countries: upgrading trajectories and sustainability in the textile industries

While the textile and garment industry have gone shrinking since the regime change in the Visegrad countries, the sector still bears a significant weight in terms of export and employment. After the forced industrialization of the state-socialist era, this industry became rather neglected from the policy point-of-view and the firms became deeply involved in global value chains through mostly low-value added contract work. The panel explores the upgrading trajectories of Visegrad countries and firms in order to achieve higher value addition and sustainability initiatives, as response to the global megatrend of sustainability.

chair: Emese Dobos (Institute of World Economics, HUN-REN CERS, Hungary)

Abstract

The EU member states have been using the action for annulment to challenge the legality of EU measures while pursuing a range of non-legal and essentially political motivations. This also holds for the V4 member states, which have also resorted to annulment actions to judicialize their legislative conflicts within the EU before the CJEU. Among the V4, Poland has been the most frequent litigant, using this institutional tool increasingly actively during the last 10 years. Poland’s behavior appears to confirm expectations of differentiation among this group of member states. It also coincides with a period of political change marked by deep legislative conflicts within the EU. The V4 annulment challenges against EU legislative measures usually made a genuine effort to achieve the legal objective of annulling the challenged legal act. However, there is evidence that they also pursued certain political motivations or a combination of them. These could include the securing of gains in domestic politics, avoiding the local costs of an EU policy misfit and/or promoting a preferred policy position, and/or influencing EU competence arrangements. In a few cases, the litigant member state aimed to avoid concrete material disadvantages. Securing a legal interpretation from the CJEU that would influence the behavior of other EU actors or clarify the law affecting the position of the applicant member state also motivated some of the V4 legal challenges.

Abstract

China has not only gained a foothold in the electric vehicle industry but has become one of the most important players globally. Accordingly, it wants to penetrate global markets, including the European one, with its own EVs, and also be close to other EV manufacturers to supply them with EV components, including batteries, via its own companies.

This paper analyzes the recent trend of Chinese investments in the electric vehicle (EV) supply chains in the Visegrád Four (V4) countries of Czech Republic, Slovakia, Hungary and Poland.
