Absztrakt

Az autóipar a gazdasági és technológiai felzárkózási folyamat fő mozgatórugója, így az állami fejlesztéspolitika kiemelt célterületének számít. Ez nem csak közvetlen anyagi támogatást jelent, hanem adópolitikát vagy munkaerő-piaci szabályozást is. A munkaigényes tevékenységek dominanciájához vezető politikák azonban hosszú távon alááshatják egy ország versenyképességét, megakadályozva, hogy kitörjön a közepesen fejlett országok technológiai csapdájából, és feljebb tudjon kerülni a globális értékláncban.

Magyarország és Törökország sok tekintetben hasonló sajátosságokkal bír a politikai rendszer működése és gazdasági fejlettsége, illetve az ebből fakadó problémák tekintetében. A két ország autóipara szintén számos hasonlósággal bír, és a gazdaságpolitikai támogatási rendszerében is hasonló egyoldalúságok alakultak ki. Meglátásunk szerint a szűkkörű fejlesztési koalíciók támogatása a felzárkózási folyamattal ellentétes irányba mutat, lehetővé téve a járadékvadász hozzáállást, nemcsak gazdasági, hanem politikai értelemben is.

Abstract

The current Hungarian foreign policy is committed to the integration of the Western Balkan countries and has been supportive in this regard ever since the country first gained European Union (EU) Membership in 2004. Hungary borders the Western Balkans and hence the region’s stability is crucial in both political and economic senses. However, compared to its previous strategy, the EU is now more cautious, preferring a stricter conditionality and slower accession for (potential) candidate countries. By contrast, Hungary is keen to speed up enlargement and would not only want to accelerate the process, but would also prefer to ease accession conditions. Nevertheless, it is recognised that rapid enlargement could undermine the entire European integration project’s internal cohesion and thus do more harm than good.

Abstract

In this paper, we focus on the disruptions of automotive GSCs and their resilience building in Central Europe where the economic role of the automotive sector and its connected industries is highly significant. We apply a qualitative approach based on interviews to investigate the impacts of the COVID-19 pandemic. Our aim was to discover the measures and strategies the automotive firms adopted to counter the pandemic effects in Hungary and Czechia. Based on the literature, we define the framework of the given CE companies’ resilience building techniques. We mapped the measures companies used against the pandemic and analysed the various resilience-building techniques they applied. These measures are similar to those employed in previous local shocks, but we found an increased role of communication and collaboration. We also found some variations according to the firms’ position in international networks.
